Copyright infringement?

How much does a copyrighted image need to be modified before it is okay to sell. I want to take an image from the web, make it black and white (if not already), crop/rotate/mirror as needed, compress the picture size significantly (down to 50 x 50 pixels or so), and then enlarge the image to 16" X 20" and add my own colorful artwork. The subject of the original image is barely distinguishable by the viewer. Is this artwork okay to sell?

Only the owner of copyrighted image has the right to prepare, or to authorize someone else to create, a new version of that image. Accordingly, you cannot claim copyright to another's image, no matter how much you change it, unless you have the owner's consent. If you use a copyrighted image without authorization, the owner may be entitled to bring an infringement action against you.
