Foreign Filing by a Peru Citizen

Does a Peru citizen have to file their patent application in Peru first before filing in foreign countries?

You need to check your local patent laws first as some countries do have restrictions/ limitations on residents (like in India) where they cannot file a patent application abroad withour first taking approval for the country they are resident unless they had first filed in that country and a designated period has elapsed.

No it is not needed, you can go ahead and file in the US before filing in Peru

Filing a patent application in Peru and then file a United States patent application within one year which claims the benefit of the patent application filed in Peru. Peru is a signatory to the Paris Convention.
