Formatting and Filing Services for PCT applications

In your PCT patent filing services, what is the difference between "basic formatting" vs. "enhanced formatting" services? Also, what is meant by "filing services" (i.e., the electronic submission process, or traditional mailing) and, who does the actual filing (Patent Express or the individual inventor)?

Basic Formatting offered in the PatentExpress- Standard Package of PCT services, gives the inventor a basic structural guide and method to eliminate errors in his/her patent to modify the patent according to the prescribed PCT format.
