How Our Government Chooses a Technology for Suppor

I feel that I owe it to my fellow IP developers to share with you the responsibilities that belong to us the people, a subject that I belive, most of us know very little about.
Technology and How It Becomes an Issue of Support by Our Government.
Since, inventors and inventions have a lot to do with improving the quality of life for people that you should naturally have an interest in the policies of our bureaucracy,, and so I have posted this letter with the intentions of sharing with you the replies, etc.
The following is a lettewr sent today by me to the Defense Department Inspector General.

Dear Sir,
I am sending this regarding my request for information.
In the past I have been involved privately and in some cases, in association with others in the design research and development of technology, mainly in the field of helicopter equipment. I have run into the problems concerning my need to get to the facts and clear them up.
I need your advice concerning the following, Please tell me who would is responsible for bringing up the need for specific technologies that would be supported by government interest such as a technology important enough that offices of the government, such as the Defense Department, would want to list as a topic for the support of research and development, for obvious reasons, namely improving the quality of performance.
How do these projects get chosen for support and by who ? I will very much appreciate your answer.

The value and intentions of this letter are directly related to the IP that I have been involved in.
The reason I am exploring the answer to who and how is for the reason of directing my research and development through the (public) government domain.
I feel that if I can find out, . . if or does the government have an interest in this developing technology, . . .
the truthfulness of the answer is important to me, because, . . if they do not know about it, I feel strongly that they should, that gives me a job, . . .and if they already do have an interest, since, I am at the very least, a laymen who is directly involved in the development, that also gives me the possibilities of a job !
You know how important having a job can be, and I think that should be very understandable.
Your comments advice and suggestions will be welcome.
