Inventors Licensing Promotors

I invented a product and submitted it to a licensing company that would get my idea in patent-pending status. Through them, I now have a provisional patent. They say they are marketing it at trade shows, but I have seen little evidence of any real effort being made. My provisional patent will expire in nine months. At that time, I have to pay the remaining balance of $5,000. I have already given them $7,000 and I don't believe there will be any contracts before the time is up. Can I apply for patent-pending and maunfacture my product on my own, without their assistance, keeping seperate any further dealings with them, that have not been a direct result of their work?
