looking to sell or license

I filed for a patent on a medical device for the treatment of hypothermia in the prehospital setting. Does anyone know where the best place is to try to sell or license this device? The app. for patent was filed 4/10/04 and from what I gathered, it will be atleast 23 months before I hear from the patent office. I have been in talks with an expert in the field of hypothermia treatment and he says that the device would be very beneficial. He had mentioned that the US navy is currently collecting research proposals for this kind of product. I looked on the web and ran into dead ends. This whole process has been like a wild goose chase, when it seems like I am getting somewhere, I run into a dead end. I know it is mainly because I have no experience at this. I would like to leave it to a professional to get this going in the right direction. There are so many scams/Invention promotion companies out there so I dont know where to start. This is truely a great idea. I have 2 working prototypes that work very well, summarized research paper, list of pros/cons to other treatment devices. Any help would be appreciated. Please steer me in the right direction.
