patent applction

hi.
i want to know what does it mean that there is appliction for patent?
like this company: www.konadnailart.com
they have patent in Japen but in the US they have just appliction.
does it mean that i can made and sale the same things like that they made?
can i use with the same designs?
and if there is a patent in Japen its mean that its also accept here in US?

An application means that the patent has not been granted yet. That being said, if you want to make and sell the same products either you may approach them for a manufacturer's contract but you CANNOT copy their design patent notwithstanding. Yes the USPTO does take in to consideration Japanese patents and in any case the US application would have sought priority from such Japanese application
