Hi,
I have a friend who lives in Saudi Arabia who would like to get his idea of a new kind of service Industry patented; Industry would be a Global one.
-Can he get his idea patented through Patent Express while in Saudi Arabia?
-Should he describe his idea in complete detail or describing just general outline would be sufficient to get the idea patented?

You also asked whether your friend should give complete detail or describe a general outline. Since patent claims define bounds of the invention, they thereby shape the rights an inventor can later enforce to exclude others from practicing the invention without the inventor's permission. For that reason, my answer would be that an inventor should claim exactly what he or she wishes to protect.
