Patentable concept?

Can you patent a concept of a different utility of an already existing product that is used for a different purpose?
Let's say I create a product that is using the concept of "post it" stickers and I cut it in a different shape and use it as a stick it anytime fashion accessory. Is such a concept patentable?

New use of a known substance is not allowed in India, however as per my opinion it is allowed in US.

go through section 3(d) of Indian Patents Act
