Recording Intellectual Property, how?

I had a research regarding forecast estimation for construction projects. Before presenting this to any corp of engineers, I want to have all the applicable rights for this research, since I'd like to publish this also.
What are the steps for getting the above mentioned rights? so that, I can claim people to reference my name when using or citing my research.

I can't answer your question in any detail, but you may have some patent issues and you may have some copyright issues.

So, if pursuing an intellectual property right for this research, which is the government/national office where I can go in order to issue my research.

Not sure what you mean by "issue" you research. This is looking more and more like a copyright issue and I suggest you post it therre. You have automatic copyright just upon creation. You have further rights if you register through the U.S. Copyright Office.
Remember, too, you might have patentable subject matter also.

I don't believe there is a legal right to force people to cite your name when using your research. You can publish a paper describing your method, and if the paper is useful, people will cite it when they write about your work, but they probably won't bother to do so when they use the estimation method described in the paper.
A patent would give you control over who got to use the method, but would not require anybody to mention your name when writing about the method.
