Two people concieve (an idea). One reduces it to practice. Then what?

My friend and I came up with a good idea. I'm interested in moving forward and creating what we conceived together. My friend is not interested in working on it (busy with other things right now).
What's at risk if I go forward without the other person:
If I file for a patent without them?
If I decide to publicly disclose & just start selling?
Do I need an (un?)signed 'wavier' from my friend?
Everything is amicable now, and I want to prevent hard feelings, or legal liability if I'm successful with the idea. But if I put in a ton of work it doesn't seem fair that the other person profits.
