The question here is why does an inventor need international patent laws. International patent laws are primarily governed under the Patent Cooperation Treaty, the PCT Treaty. They help to secure Americans' or foreigners' rights who have protected inventions in America against infringing products of those companies who have assets in other countries. If the patents are not protected in those individual countries, it is harder to protect against infringement in those countries. But through these various treaties and international patent laws, one could preserve the right to file in any country that is a signatory to the Patent Cooperation Treaty.
