A Notice of Missing Parts is a notice received after filing a full utility patent application that informs the applicant that the USPTO needs some additional information before looking at their patent application on its merits. That means, before looking at whether your invention is patentable over the prior inventions, the USPTO wants you to fix things. You generally get 2 months from the mailing date of the Notice of Missing Parts to respond to it. This is extendable for an additional 5 months from the mailing date, if you pay an additional fee. Generally, the Notice of Missing Parts means that you did receive a filing date for your patent application, but you are missing something. That something might be a signature on an Oath, Declaration, or Assignment. Or, it might be that the Drawings need to be formalized. It might mean that one page is missing in your Specification.
