A patent owner has the right to decide whether or not you or someone else is going to be able to practice the patent in a given time period or for the duration of the patent. They have the right to decide whether to license, whether to give permission to use the patent. They have the right to prosecute the patent and talk to the examiner regarding the patent process. They have the right to commercialize the technology. They have the right to stop others from commercializing the technology. The owners of the patents have a strong property right that is limited to the claims of the patent but that property right can be used against potential infringers and it is a very strong right.
